This report of the AWWA Committee 4340 M – Water Main Extension Policy includes a summary and reassessment of the committee's earlier determinations about the principles that should govern water main extension policies. Primarily, however, it presents the results of a survey of policies now in effect. The results have been summarized and are stated in two ways. First, water utility properties are grouped according to their main extension plans, and the number of customers served under each type of plan is provided to determine their relative popularity. Second, all main extension plans, with publicly‐ and investor‐owned utilities distinguished, are compared according to a common denominator of dollar investment in local mains per dollar of anticipated revenue (I‐R ratio). The investment‐revenue determinations are weighted according to the number of customers served by the various properties, and the results are shown on duration curves. The calculations for this report assume that all customers will be attached to an extension within 2 years of completion and that all refunds are due and payable at the end of that period. Refunds are discounted if paid on an installment basis.
