This commentary by Abel Wolman begins by briefly discussing the phenomenon of urban growth in practically every country of the world, and the resulting issue of community water service in adequate supply in the home for people to be able not only to drink, but also to wash in order to have complete cleanliness. The author presents issues to be addressed in the process of developing adequate global water supply that include: technological issues of design, construction, operation, and maintenance of water systems; an administrative structure in a community to provide water service; and, financing of the water supply project. He presents the 5‐year concept for achieving the goal of adequate water supply in a given country, and urges developing countries to find other sources of financing besides their governments in order to speed up the process of providing adequate water supply to the population.
