This article provides a list of approaches to the provision of utility services for a metropolitan community that serves as a basis for discussion. They include the following agencies or methods for supplying utility services to a metropolitan area: the central city; the urban county; a metropolitan district; a federated government; the interjurisdictional agreement; and, a private utility. The author also states several assumptions about the metropolitan approach to utility services.
