This article begins by discussing the functions of a consulting engineer, along with training and ethical principles that are essential to satisfactory client‐engineer relationships. The article provides detailed steps to follow when selecting a consulting engineer, and discusses the computation of engineering charges for consulting and design engineering services based on several different methods, including: a percentage of construction cost; on a lump sum or fixed fee; on a per‐diem rate; on payroll costs plus a percentage charge; or, on a retainer fee.
