In this article, U.S. Senator Robert S. Kerr from Oklahoma addresses the AWWA 1961 Annual Conference on the urgent need for comprehensive water resources development. He cites the conclusions of the Senate Select Committee on National Water Resources on five major areas of need, including: regulate streamflow through the construction of surface water reservoirs and through watershed management; improve the quality of streams through better water quality management; explore potential areas for underground water storage; eliminate wasteful practices in irrigation, sewage treatment methods, recirculation, and substitution of air for water cooling; and, support research programs for desalination, weather modification, and other means of increasing water availability and yield. He goes on to list select committee recommendations that include: comprehensive water development and management of all major U.S. river basins; matching federal grants to the states for aid in water resources planning; a federal coordinated, scientific research program on water, including new legislation on saline water conversion and weather modification; and, federal review of the supply‐demand situation in the various river basins.
