This article provides a brief overview of the development of the Los Angeles County Water Ordinance, as adopted on August 2, 1960. To accomplish the purposes set forth by the county engineer that administrative details be at a minimum and that the industry be as self‐regulating as possible, four methods of authorization were developed and written into the ordinance draft including: water utility certification; water utility authorization; water service for new subdivisions; and, water service for individual sites. The article discusses the scope of the ordinance, the intent and purpose of ordinance, and the development of a separate “utility manual” to contain the necessary specifications to implement the performance requirements.
