When the Monroe County Water District (MCWD) in Paris, Missouri, decided to convert from radio frequency (RF) to automatic meter reading (AMR), the utility wanted to install antenna systems on eight key water towers. During this process, however, U.S. Environmental Protection Agency (USEPA) personnel expressed concern about potential risk of damage to the tanks' protective surfaces, limited handrail mounting options, and the range that would be required to link the service area for automatic water, gas, and electric billing.
