This article was excerpted from a report of the Aspen Institute's Dialogue on Sustainable Water Infrastructure in the United States. In 2008 and 2009, the Aspen Institute convened a multistakeholder dialogue to provide clarity and promote leadership on maintaining and replacing pipes, treatment plants, and other critical infrastructure. The article focuses on shared values and differing positions that led to new thinking about an expanded definition of water infrastructure, and investments that are needed to provide a more holistic approach to sustainable water infrastructure. The article provides an insert on elements for a sustainable path to 21st century water infrastructure, that discusses principles that urban utilities or storm water agencies should strive to achieve in each of 20 areas deemed critical to financial and environmental sustainability.
