This article discusses a project by Tampa Bay Water (TBW) to meet mandated groundwater cutbacks and increasing water demand for the more than two million people its member utilities serve in Florida's Hillsborough, Pasco, and Pinellas Counties, as well as the cities of New Port Richey, St. Petersburg, and Tampa. TBW commissioned a state‐of‐the‐art 66 mgd water treatment plant to treat surface water from the Alafia and Hillsborough Rivers and the Tampa Bypass Canal to satisfy the demand. The article discusses the public‐private partnership that was formed to build the surface water treatment plant, and the 15 year contract that included a five‐year extension option with an experienced design‐build‐operate (DBO) team.
