This article discusses the difficulties of operator certification reciprocity between states. The article points out that although states are federally mandated to certify water treatment operators, each state can set its own standards and requirements, making automatic acceptance of one state's operators by another state impossible without some form of agreement on the mutual quality and standards of each other's certification programs. The article discusses the value of certification, and how not having a reciprocity program in effect acts as a potential barrier to fulfilling future water utility workforce needs.
