This article presents a case study where Madison Water Utility (MWU) organized a controlled lead sampling program to sample for process control. Although its sampling goals were specific to MWU's system and informational needs, the city's experience with property owners and sampling protocol can serve as general guidance on lead sampling. The article discusses four important elements of a lead sampling program that include: recruit property owners to take part in the program; identify lead sources in plumbing systems; prevent on‐site alteration of water characteristics during sampling; and, prevent the flow of water during the stagnation period before sampling.
