This article discusses an effort by the Alexandria (Virginia) Sanitation Authority to upgrade its 54 mgd advanced wastewater treatment facility. The massive upgrade, costing $330 million, is driving huge organizational changes throughout the Authority that involve transforming the traditional command‐and‐control operational approach into a workplace environment based on cooperative teams that will make the transition from dependence on manual labor and unskilled tasks to highly skilled employees working with an automated system.
