This article reports on the efforts of the Emerald Coast Utilities Authority (ECCUA) in Escambia County, Florida, (including Pensacola), to restore water service in the badly damaged resort and beach areas after Hurricane Ivan roared through in September 2004, damaging underground water and sewer pipes, service lines, and residential plumbing fixtures. The emergency planning that was in place prior to the hurricane worked fairly well, but modifications will likely be made.
