This article describes an improved education and training program, called the Employee Development University, that Southern California Water Company instituted to establish an exceptionally motivated workforce with improved standards of integrity, professionalism, and competence. To create an improved training program, a shift was made from the traditional platform to a needs‐based platform, which seeks to instill within each employee a commitment for lifelong learning. This process encourages employees to be more proactive, to learn new skills that would help them during their entire lives, and to be accountable for learning these new skills.
