This article describes how the Philadelphia Water Department joined the Partnership for Safe Water program and now consistently produces finished water with turbidities below 0.10 ntu. Criteria is given for postbackwash turbidity performance of treatment plant filters, along with three condition categories for filters not performing at the Class 1 goals.
