This article describes a yearly cleaning and lining program implemented by the Elizabethtown Water Co. in central New Jersey in response to a contamination incident that occurred Memorial Weekend of 1998. A discussion of the procedures developed included: reducing the possibility of contamination in the first place; maintaining chlorine residuals in the bypass systems; monitoring water quality in bypass systems; and, dealing effectively with potentially contaminating incidents.
