Tampa Bay Water began a landmark restructuring effort in 1996, when the Florida Legislature directed the utility and its member governments to evaluate operations and recommend improvements. This article discusses how the restructuring represents a major shift in the way conflicts between member governments are solved, costs for developing new water supplies are shared, and how the region can meet both the public's and environment's long‐term water needs through its master water plan.
