This article describes the experience that the Fort Wayne City Utilities (FWCU) had with improving efficiency to meet utility goals. Several methods of improvement were tried before finding a solution. A mock competition plan was developed and approved by the Fort Wayne Board of Public Works. To create the best proposal for contract management of the plant, an employee bid team (EBT) was established to compete against a simulated private bid team (PBT) comprised of consultants who had previously worked in a contract operations business. A core competitive team (CCT), which was composed of administration, union, and city council representatives, oversaw the competition.
