In this month's column, a question was asked by a small water system concerning precautions to be taken when storing and transporting chlorine cylinders. The response states that all water systems with hazardous substances must comply with the General Duty provisions of the Clean Air Act, and also calls out for compliance with the Risk Management Program/Chemical Accident Prevention Program for water systems with quantities of chemicals over the threshold quantity. Steps are given for beginning and completing a chemical accident prevention program.
