This question of the month is from a small water system that was considering annexing part of a neighboring water system. The decision had come down to a concern over the potential hazard and liability associated with a section of 14‐in. (350‐mm) water line. The water line in question shares a common ditch with a sewer line for approximately 4,000 ft. (1,200 m) and there is less than a foot of horizontal separation between them. The water system considering the purchase follows the Recommended Standards for Water Works of the Upper Mississippi River Board of State Public Health and Environmental Managers (commonly known as the 10 State Standards).
