This article discusses disaster preparedness for a utility and lists four phases of emergency management: mitigation; preparedness; response; and, recovery. The article states that it is necessary to perform a hazard summary for the water system, then a vulnerability assessment for each segment of the water system, and finally, each hazard needs to be applied to each segment of the system. It discusses how to develop an emergency preparedness manual.
