This month's question concerns new amendments to the Safe Drinking Water Act (SDWA) that establish a state grant program for projects to improve water systems and, under Clean Water Act provisions, to protect water sources. The U.S. Environmental Protection Agency (USEPA) will have more than $1.2 billion earmarked for this purpose in fiscal year 1997. The article discusses particulars of the amendments that include: specific guidance as to how these funds can be used; provisions of the state revolving loan funds; and, ramifications of failure to meet operator certification requirements. The article provides a table of DWSRF Capitalization Grants by State for FY 1997 that is based on potential FY 1997 appropriation of $1,275,000,000.
