One Midwestern water department was having trouble draining sludge from its clarifier. Two or three times a year, the sludge in the clarifier drainpipe was packed so tightly that the drain would not function, and the process of clearing it took up to two hours. The solution was to install a ball valve that could be used to create a back pressure that breaks the sludge loose.
