Our system had a problem with some customers who used makeshift shut‐off rods to turn their water service on after it had been shut off for nonpayment. Typically, after we turned off water service due to a seriously overdue bill, the resident would watch our truck leave, then remove the curb stop's buffalo box top, and turn the water back on. After a day or two, we would return, turn the water off again, only to repeat this scenario again and again. We solved this problem by adapting a curb stop lock that allows only water employees to turn the water supply on. This article lists materials and construction information.
