The Safe Drinking Water Act (SDWA) has been praised, condemned, defended, and litigated. It's been called a health blessing by some, and by others an expensive, unworkable curse for small and rural water systems. But regardless of how the SDWA is described, the time has come to evaluate its effectiveness. The reauthorization process provides an opportunity to furnish Congress with recently gathered information and feedback about the SDWA. This article outlines some of the problems with SDWA regulations and measures AWWA and other interested parties have taken to become more visible in the regulatory process. A table lists MCLs for Phase 1, Phase 2, and Phase 5 contaminants; lead and copper; radionuclides; and disinfection byproducts.
