Certification agencies, especially those with mandatory programs, must make exams hard enough to weed out the unqualified. But at the same time, most agencies help states or provinces by offering training immediately before certification exams, and then later by encouraging additional training for already‐certified operators. The article discusses formal and informal programs, with case studies from Alberta, Canada; Ohio, Louisiana, and Nevada.
