The City of Salem (Oregon) Public Works Department designed a program to ensure that new employees receive immediate, consistent, and accurate information to get them started right. The purpose of the program is to provide the new employee with a knowledgeable, consistent explanation of city activities, management philosophy, management structure, policy, public relations, safety, and risk management, as well as the total salary and all fringe benefits that go with his or her job. This article describes how the program was founded, organized and carried out.
