Operators are largely responsible for running a water treatment plant, and participating in the inspection of construction sites provides a means for education about the workings of the plant. Expanded municipal construction inspections also oversee the production of operations and maintenance manuals, start‐up assistance, and various forms of project documentation. Described is an experiment with expanded municipal construction inspections at the City of Phoenix (Ariz.) Union Hills Water Treatment Plant.
