To spread the message of water conservation to its 3.3 million consumers, the Los Angeles Department of Water and Power cosponsors a water conservation gardens contest. Prizes are $1000, $500, and $250. The contest began in 1986, with 34 entries. In 1987, 50 homeowners entered.
