There are two important differences between the Secondary and the Interim Primary Regulations that water utility operators should keep in mind. While the IPRs are mandatory standards concerned with contaminants that can cause harmful health effects, the Secondary Regulations are guidelines that set limits for those constituents that can affect the aesthetic quality of drinking water, such as color, taste, and odor. Differences in enforcement are also mentioned.
