Many hydrologists have appreciated that although water programs are pivotal objectives of the diverse specialized agencies of the UN, such as UNESCO, WHO, and FAD, :lnd the regional agencies such as ECAFE, EeE, and ECLA; there has been no central point for hydrology as the common focus of these activities. A good part of the technical assistance program of the UN deals with water, yet thert~ is no specialised agency to conduct. this major part of the UN activities. All the water programs use and have need for hydrologic basic data, the products of hydrologic re3earch, and for hydrologic skills. Each agency must, therefore, attempt in its own way to avail itself of hydrologic programming. The situation in hydrology is not as satisfactory as in the· meteorogical, agricultural, and biological fields, where the WMO, FAO, and WHO offer competent and essen... tiaJly complete professional services in their respective fields.
