Abstract This article concentrates on the question of who holds responsibility to rectify work force literacy problems. It considers ways training and development professionals can address the issue and calls for a mul‐tiorganization consortium to deal with the problem. Major background issues such as the size and scope of the literacy problem, the impact of illiteracy on business, the issue of needs assessment, and practical models are discussed. In addition, the solutions government agencies, community‐based organizations, nonprofit service organizations, educational groups, individual corporations, and unions might provide are considered.
