This chapter concerns the emergence of a new perspective on evaluation based on gender equality and human rights in Latin America and the Caribbean. As in other regions of the world, there are many development challenges associated with marginalized and excluded communities. In many Latin American countries, rights failures for indigenous cultures remain unresolved, and the way evaluation serves these peoples may not be immediately obvious, given cultural biases in methodology. Some contributions of this focus on evaluation in general are highlighted in this chapter, as well as both conceptual and methodological challenges faced, and future applications for this region. Finally, this article shares some reflections that contribute to knowledge and debate on empowerment, identity development, and equity in Latin America and the Caribbean. ©Wiley Periodicals, Inc., and the American Evaluation Association.
