There has been little discussion in evaluation literature in the United States of ethical issues in conducting evaluation in international settings. Although many of the same ethical issues arise wherever the evaluation is conducted, two sets of ethical issues that are particularly important in developing countries concern how stakeholders should be involved and to what extent the evaluator should respect local customs and values.
