In this work, we propose an algorithm for resource allocation in the LTE downlink that makes use of an adaptive multifractal envelope process and a minimum service curve. In order to estimate the maximum delay in the network, we propose a minimum service curve for the LTE network and an adaptive algorithm to estimate the parameters of the Multifractal Wavelet Model (MWM), that can be used for admission control purposes in the scheduling algorithm.
