Abstract Many local governments are implementing public processes in conjunction with new “Smart Growth” land use patterns that focus onincreasinghousing choices, encouraging compact new development and redevelopment in older areas, preserving environmentally sensitive lands and open space,creating a unique sense of community, and providing more transportation options. This article examines nine Minnesota projects that used consensusbuilding processes and offers general strategies for designing and implementing future processes.
