This article investigates the paradox that grievance mediation pilot programs, despite their overwhelming successes, have failed to be adopted on a widespread basis in unionized settings. By focusing largely on the labor union perspective, this article suggests that some elements of union organizational identity act as barriers to the mediation of contract‐based labor disputes. Also, a model and a case study are presented to shed light on the factors that create contract‐based, unmediated grievances.
