The previous essay 10 of this series was concerned with the purposes, functions, and basic architecture of criteria. In purpose, criteria are used to outline the performance of a procedure, or to set standards of identification, correctness, or desirability. The criteria are called operational if they contain suitably detailed rules and instructions to describe the way the procedure is done or the way a decision is reached about the standard.
