Shortly before announcing his resignation from the Department of Health, Education, and Welfare, Secretary Gardner privately outlined plans for its reorganization, the result of about two years' study. Enough reliable information has leaked so that those interested have a good picture of what he wanted to do. What is most surprising is that this extraordinarily gifted public servant proposed no important help, significant internal changes, or fundamental improvement in the structure of the Food and Drug Administration itself, but as part of a new larger division it will continue to operate in the shadows of the enormous structure that is HEW. It is shocking to learn that improvement in this very important but inefficient administrative machine was not thought to be urgently needed. But it is urgently needed.
