At its meeting on March 25, the Editorial Board discussed the issue of whether or not it was a proper function of this JOURNAL to establish that patient consent for experimentation described therein had been obtained. Although manuscripts describing experiments which were patently against the interests of subjects were to be rejected, it was agreed that papers should be reviewed and published on the basis of scientific merit alone, that it was not within the JOURNAL'S purview to establish whether patient consent had been obtained, and that in any case, even if it wished to, legal requirements varied so widely that an international journal could not deal with them fairly. It was decided to publish the Declaration of Helsinki regarding guiding principles in human research, since it expresses the views of the Editorial Board.
