Abstract The Joyce Foundation's Shifting Gears initiative was launched in 2007 with the goal of increasing the number of workers in six Midwestern states who earn credentials that are valued by employers in their local labor markets. This chapter summarizes the policies adopted by Illinois and Wisconsin to support the implementation of career pathways and bridge programs to both improve the employment opportunities of low‐skilled, low‐income adults and enhance the competitiveness of the regional workforce.
