This chapter proposes a practical approach to determining whereinvestments in technology should be made. Research shows that nearly50 percent of community college students enroll in only the top twentyfivecourses. These courses are the target for increasing access andflexibility and for reducing costs—for getting the “biggest bang for thebuck.”
