When Portland Community College was hit with a burgeoning enrollment of non–native English speakers, college staff had to decide whether to increase course sections to accommodate twice as manystudents as they currently served, or to curtail enrollment and better serve those students who gained admission. This chapter discusses issues involved in the quality/quantity dilemma of providingremedial/developmental English–as–a–second–language programs.
