The transfer process has been under scrutiny from student‐athletes, family members, coaches, and administrators for some time. The inherent unfairness associated with student‐athletes being required to stay at the same schools while the head coaches who recruited them moved elsewhere has obviously been a particular concern. Similarly, there had been widely publicized cases of student‐athletes wanting to transfer for compelling personal and other reasons while coaches and schools withheld the approval needed to release the student‐athletes and to allow them to move on. Finally, the idea of a student‐athlete being required to sit out a year after transferring seemed inherently unfair because regular students can freely move from school to school without any restrictions.
