American colleges and universities have always embraced the free expression of challenging, even controversial, ideas. Faculty and student groups routinely invite speakers to campus who encourage new and provocative ways of thinking about the world — this is one of higher education's most important contributions to a person's development. More recently, however, a highly charged political and social climate has forced institutions to think more carefully about planning for these kinds of events, particularly in the realm of public safety.
