A reader contacted me about the University of Iowa's illegal disclosure of students' nondirectory information to the Johnson County sheriff's office. He asked why couldn't UI have disclosed the information under the health and safety emergency exception in lieu of a student's written consent (34 CFR §99.31(a)(10); 34 CFR §99.36)?
