Individuals who become active shooters or commit other violent acts typically display concerning behavior prior to erupting into violence. The problem is often that those signs aren't reported, or if they are, reports live as discrete pieces of a puzzle that never get put together to create a clear picture of the imminent danger in time to stop it.
