On the surface, the Dec. 1, 2017, memorandum issued by the National Labor Relations Board's newly confirmed general counsel appears relatively brief and concise. But upon careful review, the GC memo indicates a coming sea change in the agency's enforcement stance and a rollback of some of the most significant and aggressive changes put into place under the previous administration. More specifically, the GC memo addresses how the NLRB general counsel's office will approach the rights of faculty and students at higher education institutions going forward, and rescinds entirely a previous memo on this issue.
