The principal problem on which this article is focused is that of how to judge which of the system designs of Stafford Beer and James Grier Miller is most suitable when analyzing the structure of a municipal organization, and at the same time to trace the sources of possible mishaps. An aspect of the study concerns both systems' components and their relations to each other, and how the functions of these components in one system can be translated into similar functions of the other system. The main features and characteristics of respective system design are applied to the municipal organization of the City of Stockholm, where another aspect of comparison relates to a financial failure within the central administration.
