The article by Golladay and Adelman (1972) is criticized about certain assumptions of policy making as a rational process and the composition of the decision making environment on which the authors base their model of planning for national development. Specifically, decision assumptions inherent in the aggregate planning model, an input‐output perspective of policy making, and the authors' definition of economic and educational policy systems are criticized.
